WHO WE ARE

Purpose

The Utah Professionals Health Program (UPHP) is a confidential health program provided by the Division of Professional Licensing (DOPL). The program is designed to assist licensed healthcare professionals facing challenges related to substance use disorders that either impair their ability to practice with reasonable skill and safety or have the potential to cause impairment. It has been created as an alternative to public discipline. 

UPHP does not provide treatment, rather it serves to promote the health and wellbeing of licensed healthcare professionals through coordination of assessment, treatment placement, and long-term aftercare monitoring.

Mission

In alignment with the mission of the Department of Commerce, which is to strengthen trust in Utah’s professional workforce, UPHP’s mission is to facilitate the health and wellness of healthcare professionals in order to enhance patient care and safety.

Accountability

UPHP promotes accountability among healthcare professionals, encouraging them to take responsibility for their well-being. We recognize the importance of transparent and accountable behavior to maintain the trust of both the professional community and the public.

Advocacy

UPHP serves as an advocate for healthcare professionals, promoting policies that oppose discrimination based on health conditions. UPHP opposes discrimination of healthcare professionals at any time based upon a history of substance-related and addictive disorders, psychiatric illness, or other illnesses.

Confidentiality

UPHP advocates for confidential and compassionate care for all healthcare professionals facing illnesses that may impact their health and well-being. The program supports the utilization of confidential services whenever possible, instead of regulatory awareness, to eliminate the fear of punishment, disciplinary action, embarrassment, or professional isolation.

Hope

Through the lens of hope, UPHP reassures healthcare professionals that they are not alone in their journey toward improved health and wellness. As a fundamental value within UPHP, we integrate hope into our commitment to the well-being of healthcare professionals. We believe in cultivating an environment where individuals can embrace an optimistic outlook for their future.

Public Safety

UPHP is dedicated to public safety by emphasizing early detection, evaluation, and treatment of healthcare professionals dealing with health issues. Our confidential monitoring and oversight contribute to safeguarding the public and preserving the quality of patient care.
